The Innovation Village is Uganda’s Launchpad for leading Innovators and entrepreneurs. We are building an entire ecosystem of entrepreneurs and innovators in what is growing to become a business solutions provider for our biggest challenges or opportunities. From helping entrepreneurs launch and grow high-impact ventures to attracting regional and global opportunities, our ecosystem approach converges multiple partners including public, private, academia, research and civil society as one force for good. 

Collectively, we are a convergence of Network, Talent, Capital and Physical Assets leading Uganda and the region into the 4th Industrial revolution. Our core strategy is designed to support economic growth and job creation in Africa in a commercially sustainable way, with the vision of deepening the application of technology in social-economic transformation. 


Reporting to the Team Lead, the Chief Operating Officer (COO) will support the transformation of the organisation to ensure that the short, medium and long-term goals of the Strategic Plan are met. This involves a collaborative approach and leadership to organisational and structural change, asset management, service innovation, sustainability, operational efficiencies, and business intelligence. This person will inspire a high-performance culture.

This portfolio will incorporate the successful delivery of the: 

  • Leadership to drive capital and operational efficiency improvements. 
  • Organisational growth;
  • Ensure support and attainment of the Strategic Plan, Budgets and Acquisitions. 
  • Service design to successfully deliver agreed Stakeholder service levels;
  • Systems, data reporting, and business intelligence. 

The COO will optimize TIV’s operating capabilities, execute the company strategy to maximize stakeholder satisfaction, ensure all TIV initiatives/programs & Regional locations are optimally performing.

The COO will assist in overseeing the company’s budget performance, and employ strategies to safeguard assets, and promote the TIV brand. You will support the compilation of financial reports, and control financial policies and procedures. You will team up with management to implement business strategies.


  • Drive a culture of accountability and delivery through clarity of direction creating a customer centric and resilient workforce.
  • Adopt a commercial and risk management lens to the development of models for the organisation operating in a complex environment; 
  • Monitor key metrics to ensure that budgeted deliverables are met; 
  • Develop systems and reporting mechanisms that inform financial performance and decision making. 
  • Ensure that sustainable, customer focused, quality services are delivered to meet the need of the community and ensure key performance indicators are met. 
  • Monitor key metrics to understand if the organisational goals have been met and improvements are effective. 
  • Ensure that TIV balances rigour, excellence, accountability, innovation, and transparency in delivering results for our Partners and Community, maximising opportunities through responsible risk management.
  • Build a continual improvement culture in the organisation that monitors, manages and aligns to key performance outcomes. 
  • Design an operational framework where systems, people, policies and processes are accessible and enable users to deliver on performance outcomes; 
  • Create new solutions to improve processes, operations, and practices.
  • Evaluate business activities in terms of value-added impact and balance opportunities and risk;
  •   Evaluate benchmarks of the organisation against sector, markets, and current business metric. 
  • Champion TIV’s strategic planning process and Implementation. 
  • In meeting TIV’s Vision and Mission, the COO will play a critical role in transforming the organisation. The COO will lead change that creates a proactive service model and organisational framework that meets current and future needs of the Partners and the TIV community by;
  • Working effectively with the Senior Leadership Team to lead change; 
  • Create vision and influence progress towards that vision; 
  • Engage the values and goals of individuals and groups to commit to and drive change;
  • Build teams and identify champions to energise and reinforce desired change; 
  • Engaging and introduce actions that redesign organizational structures, processes and systems. 
  • Formulate business frameworks and assumptions to achieve desired outcomes; continuously assessing organizational opportunity and championing innovation for efficient business delivery and sustainability. 
  • Oversee and ensure each of   TIV’s locations’ business model is functional, disruptive, scalable and returning value/revenue as expected and where not, improvements are quickly done.
  • Oversee and ensure TIV’s assets are periodically maintained, kept secure and optimally performing at all times when required.



  • Minimum of 7 years’ experience managing and leading teams
  • Strong knowledge of business strategy development, business process management, budgeting and business operations
  • Strong project leadership expertise with experience of providing effective delivery within strong governance and assurance protocols
  • Strong communication skills with the ability to establish credibility internally and externally in a complex environment with stakeholders at all levels of seniority
  • Ability to lead and direct resource through change and to support the development of robust plans to deliver immediate priorities and strengthen medium and long-term capability
  • Proven experience in managing and developing talent to drive high performance
  • Experience in leading business transformation programs, experience in growing Start Ups is an added advantage.
  • Ability to communicate and effectively challenge stakeholders through influencing and building strong relationships at SMT, Leads levels and below
  • An understanding and experience of working in a fast-paced business environment is preferred
  • An ability to work on own initiative, taking minimal direction and offer solutions not problems.
  • Excellent organisation and decision-making skills; pro-active and enquiring mind-set

Academic Qualifications

  • Bachelors degree in a business related field, advanced degree preferred
